Where can the customer get a new gas agreement for each of the LDCs?

There is one gas agreement that is applicable for all 3 LDCs.

The customer should send the signed agreement to their Ameren Customer Service Representative. Fax or regular mail is acceptable.

Does the Retail Gas Supplier (RGS) need to send a Group Balancing Agreement for each pool group?

No. We only need one Group Balancing Agreement per RGS per LDC. However, we need an "Appendix A" for each pool group.

Will a faxed copy of the signed Group Balancing Agreement be sufficient?

No. The RGS needs to send two partially executed Group Balancing Agreements via UPS or Federal Express to Ameren Energy Fuels and Services, c/o Dottie Anderson, Managing Supervisor, End User Transportation, 607 E. Adams Street, Springfield, IL 62739. Both agreements will be fully executed and one sent back to the RGS via UPS.

No. Agreements will only be required for accounts that start on transportation service on or after October 1, 2008.

The MDCQ will be included on reports and screens in USMS once the application is updated with the new tariff provisions. In the meantime, the MDCQ can be determined as described below.

Yes. Ameren has offered a one-time opportunity to switch between system and transport service. The July 1, 2008 deadline has been extended to October 17, 2008 for an effective date of November 1, 2008.

For all other accounts (all CIPS rates and CILCO GDS-2 and GDS-3), the initial MDCQ will be based on the highest average daily use in the last 12 months X 30 / 21.

A decrease in the MDCQ will not be revised more than one time per year. Once a decrease is made, it will be retained for 12 months. An increase can be made multiple times in one year as long as a decrease has not been made in the last 12 months.

The customer should do an analysis to determine the cost associated with each rate before requesting a change in service.

The determination between daily and monthly balancing is based on the General Delivery Service that the account is served under. With the exception of CIPS and CILCO GDS-5, the Customer or Retail Gas Suppliers do not have the option of choosing between daily and monthly balancing. However, if you serve CIPS customers that are currently on GDS-4, they can elect service under GDS-3. However, there is a negative economic impact of choosing GDS-3 if their usage is above approximately 52,000 therms per year.

Are there any methods in existence or under consideration to obtain daily meter information in a timelier manner than 2-3 days later?

|
If you have customers that are daily balanced, they will be required to provide a dedicated phone line for the Company’s use in retrieving the daily usage. This will allow us to schedule calls shortly after 9 a.m. and post the data to USMS in the afternoon of the same day. For these accounts, you will be able to see daily meter information just 1 day after the fact. If you have customers that are monthly balanced and they choose to provide a phone line, we will continue to show daily meter information 2 to 3 days after the fact. The majority of the CIPS and CILCO customers have provided a shared phone line. In these cases, we have to schedule the calls during the night to avoid interrupting business calls. The late scheduling is what causes the daily meter information to be posted to USMS 2 to 3 days after the gas day.
